She then appears to walk off into the shop, as two customers wait to be served at the counter. But minutes later she reappears and starts talking to a man in the queue.
The man briefly engages in conversation with the woman before the attack was launched in Sydney, Australia.
Evie Amati, 24, has since been charged with intent to cause grievous bodily harm and cause grievous bodily harm to person with intent.
As the first customer, Sharon Hacker, turns to leave the store, the woman is seen raising the axe above her head and brings it down on Benjamin Rimmer's head, causing him to fall to the floor.
She then swings the axe a second time although it is unclear if she made impact with this blow.
Both victims appear to stand up after the incident, as the attacker walks away.
Reports suggest she asked that she be supplied with the oestrogen booster Progynova, and Spractin, a testosterone suppressor, and commonly taken by people changing gender from male to female.
